An Import Permit issued by the Authority notified vide
Schedule-X and Phytosanitary certificate issued by the NPPO at
country of origin is required for the import of plants and plant material through
mail/courier through the entry points as specified in
Schedule-III of Plant Quarantine Order, 2003. The Seeds and planting
material such as bulbs permitted import through five major ports viz., Amritsar,
Chennai, Kolkata, Mumbai & New Delhi.
The requirement of Import Permit for commodities specified in
Schedule-VII is dispensed with effect from 09.09.2004.
The import of plants & plant material covered under
Schedule-V,
Schedule-VI,
Schedule-VII and
Schedule-XII of The Plant Quarantine (Regulation of
Import into India) Order, 2003, can only be permitted subject to additional declarations
for freedom from specified pests and special conditions specified thereof. The Germplasm
or Transgenic or Genetically modified Organisms can only be permitted import under
special permit issued by the Director, National Bureau of Plant Genetic Resources
(NBPGR), New Delhi. The import of live insects / fungi / bio-control agents and
soil/ peat/ sphagnum moss are regulated by special permit issued by the Plant Protection
Advisor (PPA) to the Government of India.
