It shall be the responsibility of the passenger to declare the plants and plant
material and other notified material of PQ concern carried through passenger baggage
at the Plant Quarantine / Customs counter on arrival at the port. Failing to do
so shall attract the penalties covered under Section 11 of Customs, Act, 1962 and
the passenger baggage rules specified under the said Act. The Plant Quarantine Officer
on duty at the counter will issue a temporary detention receipt for undertaking
inspection and clearance under intimation to the Customs.
