Bulk Import of Grains in ship holds:
The inspection of grain in ship holds shall be required to be carried out before
permitting discharge of bulk import of grains/pulses at the designated port. Immediately
upon serving the notice of arrival of vessel at the designated port, the PQ officer
in association with FCI officer or the importing agency shall board the vessel for
undertaking quarantine inspection of grain/pulses in ship holds. It shall be responsibility
of shipping agent to arrange boating facilities to go to the vessel usually either
at mooring or in special circumstances at outer anchorage or mid sea and intimate
the master of the vessel sufficiently in advance to arrange facilities for boarding
and rendering necessary assistance to PQ officer while on board the vessel. The
PQ officer immediately upon boarding the vessel shall contact the master of the
vessel and collect relevant information pertaining to shipping viz., name of the
vessel, origin, port of loading, type of cargo, number of hatches and hatch-wise
grain capacity, fumigation of cargo, if any etc and thereafter request the master
of the vessel to open the hatches to facilitate inspection.
The PQ officer shall get into the hatches and draw appropriate samples from random
spots with the help of a deep bin probe or thermo-sampler or by hand sampling as
per guidelines prescribed in the Bureau of Indian Standard (IS: 2814-1964). A minimum
of five composite samples of each 1 kg drawn from each hatch are visually examined
with the help of illuminated magnifier (pocket type) for the presence of live insects,
weed seeds, ergots, bunt balls, ear cockles (nematode galls) and mould damage, if
any. The details of ship inspection are recorded in the prescribed format. If no
live infestation encountered, the vessel is permitted to discharge the cargo at
the notified port as specified
Schedule-I and
Schedule-II of Plant Quarantine (Regulation of Import into
India) Order, 2003. In case live infestation noticed,
the vessel is permitted to discharge at the notified port with a condition that
the entire cargo is fumigated under PQ supervision at the port warehouses before
taking out of the port.
Import of Timber logs:
All the consignments of timber shall be inspected on board prior to unloading at
the port of arrival by an officer duly authorized by the Plant Protection Adviser
to the Government of India and if necessary, fumigated or treated on board before
unloading as per Clause 9(2) of Plant Quarantine (Regulation of Import into India)
Order, 2003.
Provided that this condition shall not apply for containerized cargo, which shall
be inspected by an authorized Plant Quarantine Officer after unloading of the containers
from the ship at the port or Container Freight station or Inland Container Depots
under the jurisdiction of concerned Plant Quarantine Station as per Clause 9(2)
para 2 of PQ Order, 2003.
No consignment of wood or timber of plant species specified in Schedule-VII
shall be permitted import unless either of the following conditions is met with
namely:-
(a) the wood with bark shall be fumigated prior to export with methyl
bromide at 48 g/m3 for 24 hrs at 21oC or above or equivalent thereof or any other
treatment duly approved by the Plant Protection Adviser and the treatment shall
be endorsed on the Phytosanitary certificate issued thereof at the country of export;
or
(b) the timber or sawn or sized wood (without bark) prior to export
shall be either fumigated with methyl bromide at 48 g/m3 for 24
hrs at 21oC or above or equivalent thereof or kiln dried or
heat treated at 56oC for 30 min. (core temperature of wood) and appropriately
marked as ‘KD’ or ‘HT’; as the case may be, and
in such instances no Phytosanitary certificate shall be required. However, a treatment
certificate issued by the approved agency shall be required.
The provisions of Plant Quarantine Order, 2003 shall not apply to consignments of
processed wood material such as plywood, particleboard, oriental strand board or
veneer that have been manufactured using glue, heat and pressure or combination
thereof.
