The Custom Authorities immediately on interception of plants and plant material
and other notified material of PQ concern shall refer the same under detention order
to the Plant Quarantine Officer on duty at the airport. The PQ officer on receipt
of above stated material at the counter shall undertake inspection to ensure freedom
from pests. If no live pest noticed & the consignment is not one of the prohibited/restricted
categories, the same shall be recommended for release to the importer under suitable
advice to the Customs when the required documents such as Phytosanitary Certificate
from country of origin and the Import Permit are accompanied with the consignment.
In case of quarantine pest noticed or the consignment is one of the prohibited/restricted
import, the PQ officer shall detain the consignment and issue a recommendation for
its deportation and or destruction as the case may be, giving the reasons thereof.
PQ officer in association with Customs shall carry out the destruction of the consignment
and a suitable destruction certificate is issued at the end for customs record.
Further, the passenger can bring flowers, garlands, bouquets, fruits, vegetables,
nuts and the like weighing less than two kilograms imported for personal consumption
may be allowed to be imported without a Phytosanitary Certificate or an Import Permit.
However, the same shall be cleared only after the recommendations based on the inspection
of the PQ officer on duty at the airport. If found infected with a quarantine pest
the same shall be recommended for destruction, and a suitable destruction certificate
is issued at the end to importer and customs stating the reasons.
For the unaccompanied passenger baggage of plants and plant materials, the Custom
Authorities shall refer the same to the Plant Quarantine officer on duty at the
airport or shall refer the same to the Plant Quarantine Station for inspection and
recommendation of the same for auctioning if found to be free from quarantine pest
or for destruction of the same when found infected with quarantine pest under intimation
to Custom.
